Move VertexLinker, DisposableEdgeCollection, VisibilityMode, and TemporaryVerticesContainer from the application module into the street module's linking package. Update all import references across the codebase. The VertexLinker no longer uses VertexFactory; splitter vertex creation is inlined as a private method to avoid the dependency.
Downgrade from WARN to INFO, add 1-minute throttle, and include the network ID in the message for both v2 and v3 GbfsStationStatusMapper.
