[minor] Support Facilities(MREF) backup and restore

• CLI Integration for Facilities app and Facilities db2 backup
• CLI Integration for Facilities app and Facilities db2 restore

Flow is similar to manage backup.

Tests:

1. MAS env with MREF installed and created user sanjay1 with MREF license.
2. Full Backup of MAS instance
3. Deleted MAS Instance and the namespaces(along with mongodb, Two Db2, sls)
4. Fully Restored MAS instance from backup
5. Used sanjay1 user to login to Facilities.
