Issue: MASCORE-11368
Description
Changes are done to initial user creation in which versions less than 9.0 uses core api for user creation whereas versions >= 9.1 uses Manage API
This behaviour is controlled by mas-version passed to mas-devops-create-initial-users-for-saas
Python-devops changes done in ibm-mas/python-devops#256
Note: This PR needs to be merged after cli version with python-devops changes are released
