vibe coded version of admin UI which would potentially allow us to run overlay/converter in one process in future.
This shouldn't be merged now. There is a bunch of known issues: there is some copy-paste needs to be eliminated, also auth in converter does somehting strange with new endpoints.
But it's find for test if we like general idea.
