Replaces actions/create-github-app-token (App private key as a repo secret) with an exchange against cluster-iac's github-token-broker: the job's OIDC identity token buys a ≤1h installation token whose permissions are pinned in the broker's checked-in trust policy. The CORA_APP_ID / CORA_APP_PRIVATE_KEY secrets become removable; soft-fails to GITHUB_TOKEN while the broker is unseeded or unreachable.
