Add Telegram launchpad worktree support

Summary

• add Telegram launchpad/worktree provisioning flows and menu/docs updates
• add BotFather metadata sync and launchpad expiration services
• cover the new launchpad, metadata sync, state-store, and command-handler behavior with tests
