Similar to the Referee Commission Policy in #4 the language and organisation is very different to the recently produced policies, and it would be beneficial to bring these into line with the rest of the policies. |

This pull request adds the Coaching Commission Policy document that was
provided in Microsoft Word format by the Sport Development Director, Peter
Topp.
The first commit is a direct translation of the document to Markdown; in the
second commit I have removed some superfluous sub-headings.
