Fixes issue JENKINS-63887.
This is a fix for the disappearing context path when accessing the Checks REST API on Gerrit side (JENKINS-63887).
The PR also (hopefully) fixes a wrong GERRIT_API_URL definition in the plugin's test suite: the "bad" parts in the definition used to be discarded in the past (along with the context) -- but now they would break the tests.
