[6.2] Use joomla textfilter per default in tinymce

Summary of Changes

This PR sets the param for the tinyMCE text filter to joomla text filter.

In old Joomla versions (<3.6) the user had to define valid html tags and forbidden tags into paramm fields.
Then the user could choose if he wants to use the joomla text filter or self defined html tags.

We see in the german Joomla Forum that most users don't know anything about these choices but keep asking why their scripts disappear when a text is saved. Then we explain that they can choose the joomla text filter in tinyMCE settings.

Testing Instructions

Install a new joomla and see that the parameter is set to yes.
