🎨 Palette: Add tooltip to disabled Match All button

💡 What: Added an explanatory tooltip to the "Match All" button in the Unresolved Files section when it's disabled.
🎯 Why: Previously, users wouldn't know why they couldn't click "Match All" if it was disabled (e.g., when a match is already pending, or when there are no unresolved files to match).
📸 Before/After: Visual changes visually confirmed via Playwright screenshot verifying the native HTML tooltip.
♿ Accessibility: The button properly uses pointer-events-none and cursor-not-allowed combined with the title attribute so the tooltip renders effectively even in a disabled state.
