Add MHT-CET mock testing platform

Summary

• Adds a source-governed MHT-CET mock testing platform with student attempt flows, admin import/review surfaces, question rendering, scoring, and stats tables.
• Adds Supabase migrations/RLS for question sources, chapters, questions/options/answers, attempts, responses, events, and CAP 2025 rounds 2-4 tables.
• Adds validation/import scripts, sample non-official fixtures, source-governance docs, and focused unit tests for schema, imports, config, selection, and scoring.

Verification

• Targeted MHT-CET unit tests: 21 passing.
• Dev question-bank validator: accepted 3 fixture rows.
• Production question-bank validator: rejected the 3 fixture rows as expected.
• npx tsc --noEmit: passed.
• npm run lint: passed with existing warnings only.
• npm run build: passed with the known PocketBase/JWT cache warning.
• Hosted Supabase migrations were applied and migration history/schema presence was verified.
