Add same-room transfer resume

Summary

• add resumeOffset/offset negotiation for same-room transfer retries
• reconnect browser and CLI receivers within the same running page/process and continue from received bytes
• document the in-memory resume scope and restart limitations

Testing

• npm run build
• cargo check --manifest-path cli/Cargo.toml
• git diff --check
