Adds a log tailer that follows running container output and ships it to the platform.

• ports/log_shipper.go — LogShipper interface and NoopLogShipper
• logs/tailer.go — reconcile loop every 10s, one goroutine per running workload; uses stdcopy.StdCopy to demux Docker's multiplexed stdout/stderr; batches up to 100 lines or flushes every 5 seconds
• platform/client.go — ShipLogs method added
• main.go — Tailer started alongside the metrics scraper
