What this PR does / why we need it:
Per $subject. We are currently using a relatively old version that has issues with vendoring (which is not used upstream but is used in downstreams like openshift).
Note that I've also explored migrating to https://github.com/elastic/crd-ref-docs/, which is recommended as a better supported alternative to this tool, but doing so requires a bugfix which is still waiting for attention elastic/crd-ref-docs#197. Given the general lack of movement in that repo, maybe we're better off sticking with this tool for now.
