add debian trixie support for debian-base

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

I removed the riscv64 support (see #4303), now only added trixie

[wespanther]

Thanks for adding this. I'm also interested in getting this updated, as bookworm only supports python version 3.11 in the python3 package, while trixie has 3.12.
