feat: introduce daily Discord weather report and administration - #51

This feature integrates Geocodio for city geocoding and Open-Meteo for weather forecasts. A new scheduled command posts daily, richly formatted weather reports to Discord. An administrative interface is provided to manage the cities included in the report. Additionally, this commit refactors existing Discord-related console commands and service configurations, and renames Livewire `Traits` to `Concerns` for better organization.
