PR Summary
Currently WIP and massively unfinished.
This PR implements (eventually) the magnetic field dependent neutrino opacities of Kumamoto [citation tbd]. Currently we can select at build time
-kumamotoand we (should) skip the two existing opacity models.Currently just complains and exits.
