refresh WORKPLAN.md to point at the active canonical episodic-memory workplan
add current P3 status through P3b-5 / PR Add P3b-5 agent registration flows #22 in agents/P3_IMPLEMENTATION_SLICES.md
mark P3c-1 as the next slice and restate its hard stop
