This pull request adds some details about the "France IOI" course. I think it is useful because it could be a good course and the category "Algorithmie" may let think that it is not a website to learn how to "really" programming (especially if you're a beginner and if you search a course to learn a "programming language"), but it is a very good way to begin and I think this PR could "attract" people on this course (especially french high school students who search trainings for exams).
