Integration tests for RDMA interfaces

Notes:

1. PR contains the changes from main so to minimize amount of "Files changed" target branch needs to be sync with main as well.
2. DevCloud tests may fail in CI because RDMA functionality is available on DevCloud only at the moment

This PR extends the Linode Go client’s VPC + interface models to represent RDMA-capable VPCs/interfaces and adds unit + integration coverage (plus fixtures) to validate (un)marshalling and key RDMA workflows.
