Pins the trusted-publishing CLI to npm 11. This meets the OIDC minimum while preserving the verifier's
npm pack --jsoncontract.How to test: rerun Publish Alpha for
v0.1.0-alpha.3.Known limitations: npm 12 migration will require a separate verifier compatibility update.
Suggested release note: no package-content change.
