Summary

migrate wheel builds to scikit-build-core with direct CMake installation
update Debian, Fedora, and release CI dependencies for the native build
keep wheel metadata patching compatible with already non-pure wheels

Test Plan

uv sync --locked --extra test
uv run pytest (349 passed)
uv run ruff check .
uv run ty check
fresh uv build --wheel and release metadata patch verification
