Rename migration markers from migrate/rollback to up/down#30

The new `drift:up` and `drift:down` markers align with standard migration terminology used by most database migration tools. The shorter names are also more concise and intuitive. Backward compatibility is preserved by continuing to parse the old `drift:migrate` and `drift:rollback` markers while emitting a deprecation warning to STDERR. Only one warning is shown per file to avoid noise when both deprecated markers are present. Updated all fixture files and documentation to use the new markers.
