Implemented a simple feature that whitelists a given URL when prefixed with an exclamation point
!For example, adding this rule:
!reddit.com/r/ProgrammerHumorwill allow accesses toreddit.com/r/ProgrammerHumoreven if another rule blocksreddit.com.
