docs(powershell-lsp): refresh ROADMAP to v1.24.0 ground truth (000123)

Refreshes ROADMAP-powershell-lsp.md to v1.24.0 ground truth. Notes-only: no version bump, one file
in the diff (+55/-27). Dispatch 000123 (folds abandoned 000119).

What changed

• Status header / Section 3 -- v1.23.1 -> v1.24.0. Tag, Release, and served marketplace listing
  re-verified live: annotated gitsign-signed tag at 05c6182, Release published Latest 2026-07-09,
  metadata.version 1.24.0.
• Section 2 -- new v1.24.0 row (the I0.1 rule-rationale slice, sourced from the CHANGELOG
  [1.24.0] entry and the shipped table), plus a paragraph recording the 000120 no-version-bump
  train (Pester 5.x pin + guard test; the #66987 doc refresh; the survey leg that built nothing).
• Section 4 -- feedback row docs(marketplace): align listing version to shipped 1.3.0 (000017) #9 marked SHIPPED; Horizon 0 marks I0.1 SHIPPED with the
  ManifestConsistency residual, and I0.2 RESOLVED; E2.5 audit-surface framing marked LIVE. The
  000116 four-horizon structure is untouched.
• Section 6 -- the "Still UNPOSTED and Mike-gated" #66987 sentence replaced with the posted
  framing; new bullet recording the deliberate Pester 6 hold.

Verification

Six re-runnable custom_checks (shell: powershell, expect_exit), each proven non-vacuous:

• C2 / C3 / C6 go RED on the unmodified pre-change tree (materialized as a byte-exact detached
  worktree at origin/main) and GREEN here.
• C1 (ASCII / LF / no-BOM), C4 (every docs/ path named in the roadmap exists on disk), and C5 (no
  version bump) are guards that are GREEN on both trees, so each was proven RED by targeted mutation
  and restored.

Note: the anchor sentence is line-wrapped in the source, so a naive single-line grep for it does not
match even before the change. The checks whitespace-normalize before matching; a naive grep would
have been a vacuous pass.

Deviations

Recorded in full in the outbox. One is load-bearing: the inbox's verbatim Section 6 replacement named
docs/upstream/cc-lsp-registrar-field-drop-post-ready.md, which does not exist and was never tracked
(the post-ready comment lives inside docs/upstream/claude-code-lsp-registration.md). Disk governs;
the path was corrected with Mike's approval. Check C4 exists to catch exactly this class of error.
