content audit: formalize the localisation control inputs. LOCALISATION_MODE gains a third value (translate-and-rewrite) and both LOCALISATION_MODE and TERMINOLOGY_POLICY now carry an explicit control-effect spec, so a run's localisation behaviour is unambiguous.
