Update GitHub Actions workflows to use Node v24#9

Updates both ci.yml and deploy.yml to specify Node version 24. Adds FORCE_JAVASCRIPT_ACTIONS_TO_NODE24=true environment variable to ensure all JavaScript actions run on Node 24, as per GitHub deprecation notice for Node 20. GitHub is deprecating the use of node v20 and requiring the use of node v24 for GitHub Actions. This PR updates the workflows to use Node v24 instead of v20 by:
