Shared state containers need provenance: state keys are now fabric-sql-database-cicd/<env>.tfstate (backend examples, the prod-plan job's hardcoded key, and the docs convention). Live TFSTATE_KEY variables updated to match. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

State files in a shared backend container now carry attribution:
