Description

Upgrades dependency for Sentinel-3 to new version which enables compatibility with python 3.10. Merges in this PR from last year which fixes the issue: stactools-packages/sentinel3#34
We now reference this git commit: 93518a430556f290d5e55d3ae0fa1d76cec26197

Fixed logic error when detect dupes across batches
Added unit tests for detecting dupes and fixing them when writing to db
Removed unusued library in Sentinel-5p
