fix: two small dockerfile fixes

Description

While running through the setup guide, I encountered two issues. This PR fixes so that scripts/setup works on my local machine:

• stac-browser non-breaking version bump
• A package manager command was missing an install

  • Three fail on main for me, they're all cosmosdb tests and there's no obvious fix (CI uses a CosmosDB url as a secret, which I don't have locally 🤷🏼)
