Add a custom agent

1. I added a custom agent that defined a couple of rules I think could help. Now when you go to custom agents it has added the agent there:

I am not tied to the name I more put it there for a placeholder so we can change that to whatever. Feel free to suggest or add anything to the md that seems useful.

2. Added a simple mcp app that has tools so users can select a language to scaffold their project with and next steps after the project is scaffolded.
3. Added a command that will set up the Azure code assistant and start the mcp server with the needed tools selected.
