Add a root AGENTS.md so agents that do not read Copilot-specific instructions still get repository guidance before filing issues or opening pull requests. Mirror the issue-template and pull-request expectations in .github/copilot-instructions.md so Copilot-backed agents also avoid blank issue submissions. Adds a root AGENTS.md for agent compatibility and mirrors issue/PR guidance in .github/copilot-instructions.md.
This nudges agents to search for duplicates, use the repository issue forms instead of blank issues, keep issue bodies concise, and follow the PR template when opening pull requests.
