New package: StackShift.StackShift version 1.0.3

Adds the signed StackShift CLI v1.0.3 portable package for x64 and ARM64 Windows. This supersedes the v1.0.2 artifacts previously submitted on this PR and retains both architectures with new verified release hashes.

The detailed validation artifacts show that the manifest, URLs, URL domains,
hashes, and static installer scans all passed. The x64 package also installed
successfully, created the stackshift command alias, and executed with exit
code 0.

Only the ARM64 installation failed, before archive extraction or CLI execution:

• WinGet verified SHA-256
  A85CF0893155B9E330EF41305B8F466073FC7C3E1863D9475098DAF3CF1D521A
  successfully.
• RemoveMotwIfApplicable then failed in Downloader.cpp with 0x80070003
  (The system cannot find the path specified).
• IAttachmentExecute::Save subsequently returned 0x80004005
  (Unspecified error).
• WinGet terminated with 0x8A15002D / exit code -1978335187 and reported
  Installer failed security check.
• The same public ARM64 archive downloads successfully, its hash matches the
  manifest, and the validation pipeline's static scan passed.

Because the failure occurs inside the validation environment's Windows
attachment/Mark-of-the-Web handling, could you please rerun the ARM64
installation validation or have a WinGet engineer investigate that validator
failure? We have kept the ARM64 manifest unchanged because the artifact URL,
hash, archive path, and scan results are valid.
