Replaces the inline CI steps with two reusable composite actions —
ocis-setupandocis-test— living in a dedicatedmklos-kw/ocis-github-actionsrepo. All acceptance test jobs now declare their intent (which services, which suites) rather than scripting the setup imperatively.
