docs: add Llama model and OSS licenses to in-app About screen#1153

Add a Large Language Models subsection to the About screen's Licensing Information with the required 'Built with Llama' attribution and links to the Llama 3.1 (8B-Instruct) and Llama 3.2 (3B-Instruct) Community License Agreements and Acceptable Use Policies. Add an Open Source Software Licenses subsection linking to the FOSSA OSS license report for third-party dependencies, ahead of the Play Store and iOS App Store releases.

Add an onTapLink handler to the About screen's Markdown widget so the licensing links (Llama model licenses, FOSSA OSS report, and the existing backend/SDK references) open in an external browser via url_launcher.
