Define MPS and complete Manifest catalog

Summary

• define and document the Model Parameters Schema (MPS) convention
• tighten schema validation for native model IDs, strict parameter/rule fields, enum defaults, and API-level stream exclusion
• replace seed data with the full Manifest MPS catalog: 59 provider/auth/model rows across OpenAI, Anthropic, and DeepSeek
• remove product/capability-like params from the catalog so MPS remains request-parameter focused

Manifest follow-up

This makes https://modelparameters.dev/api/v1/models.json complete enough for Manifest PR #1950 to rely on the remote catalog without a bundled fallback.
