fix: align DeepSeek MPS model ids

Summary

• replace stale DeepSeek MPS entries with current model IDs from models.dev: deepseek-v4-flash, deepseek-v4-pro, and deepseek-reasoner
• keep deepseek-chat as the legacy non-thinking alias row
• expose DeepSeek reasoning effort only where thinking mode is active/configurable
