This PR introduces several improvements and updates across the project:

Framework Upgrade: Migrated solution to .NET 9
Library Updates: Updated dependencies to their latest stable versions.
Updated Bicep templates to align with the latest ARM API specifications.
Added new Bicep files to provision required resources for Azure Function deployment.
Refined deployment steps in the README for clarity and accuracy.
Azure Deployment Improvements:
Incorporated changes based on #122 (comment), ensuring different configuration for max instance settings between low-priority and high-priority message processing. Also showing Azure Application Insight as observability tool.
