Applied cleanup for apis/arm-rest-services: - 11 operationId renames (verbose By-prefixed forms -> imperative resource names) - 48 summary lines added / normalized to imperative-mood, no trailing period - Governance: 0 violations, 31 warnings (previously higher) No external cross-references — all internal x-origin refs (getServers, getServergroups) retain their names by design.
