add Inline::Raku alias module

Just a shell that should enable all of the same functionality currently in the Inline::Perl6 synopsis, with the docs copied and renamed.

• Did not adjust tests, don't know how it would be best tested (the tests look very different from the synopsis)
• Didn't include any Exporter functionality, since Exporter doesn't seem to be used currently.
• You may wish to reconsider the use of the v6 namespace, since it's currently owned by https://metacpan.org/pod/v6 - given the rename, there might be a better short namespace to claim anyway, but you should do so by declaring a dummy package and a version for it, so you get indexed permissions.
• Further actions could include renaming the dist, and/or changing the main module to this with Inline::Perl6 remaining as the alias instead.
