Closing this pull request. We want our compose template to track the upstream TryGhost compose.yml file and renovate was tracking Docker Hub. We have since created a custom workflow to track the compose file and renovate will be tracking other dependencies in the project.

Closing — Docker image tracking has been moved from Renovate to the TryGhost Compose Sync workflow (.github/workflows/sync-tryghost-compose.yml), which syncs directly from TryGhost/ghost-docker rather than Docker Hub. MySQL 9.x is not a version TryGhost ships, so this upgrade should not be applied.
