feat: add monitors product reference

Adds the monitors product to the Claude Code skill SKILL.md.

Changes:

• Updated frontmatter description to include /v1/monitors
• Added Section 12: Monitors covering all 8 endpoints (create/list/get/update/pause/resume/delete/events)
• Full request/response schemas based on live API
• Correct API quirks documented: update is POST not PATCH, include_deleted must be literal string 'true', webhook is unsigned, total_count omitted on cursor pages
• SDK examples (Python async, Node.js) using the actual SDK method signatures shipped in run iss-mqji8aas-t2q4
• CLI examples matching the monitor commands shipped in the same run
