Add a top-level `permissions: contents: read` block to the CI workflow. The five jobs (lint, format, typecheck, test, build) only read repo contents; none push tags, comment on PRs, or write artifacts to the repository. Without an explicit block they inherit the repo's default token scope, which CodeQL flags via the `actions/missing-workflow-permissions` rule. Closes the five open CodeQL alerts (#1–omercnet#5) for this workflow. The release workflow (`cd.yml`) is already similarly hardened and pins write permissions per-job.
