feat: Migrating TFOD to TensorFlow 2.0

The training workflow is working with tensorflow/tensorflow:2.4.0(both CPU and GPU) and Onepanel DL v0.17 images. It has support for tensorboard.

TODOs:

• Update CVAT for tf2 model inference.
• Adapt new tf2 models to our needs (Adapt config files to support GPU training and change naming to better integrate with workflows)
• Upload new supported models to GitHub(or another repository).
• Add/change hyperparameters/parameters to support new models.

@javoweb can we try using onepanel/dl:0.17.0 image for this and see if it works? The pip installation the support the feature flag we discussed.
