feat(init): flatten interactive init workflows

Summary

• Updates codereview-cli to depend on github.com/open-cli-collective/cli-common v0.4.0, which includes explicit 1Password backend support.
• Keeps the default build on 1Password-enabled keyring tags and preserves the documented keyring_no1password opt-out behavior.
• Flattens the interactive init/secrets-management flow already on this branch.
