Instead of polling and reparsing the config file every 0.2s, use inotify to reparse only when the file is written to, moved into place, or symlinked. Signed-off-by: Bruce Duncan <bwduncan@gmail.com>

Should have mentioned, this is a result of discussions https://community.openenergymonitor.org/t/emonhub-reduce-cpu-usage/22857/27 and needs to be tested on more than just my machine before it should be accepted. |

Watch the config file for changes using inotify, and only reparse it when the OS informs us of writes.
