Backporting JDK-8373676: Test javax/net/ssl/HttpsURLConnection/SubjectAltNameIP.java fails on a machine without IPV6.

This PR fixes SubjectAltNameIP.java crashing on IPv6-disabled machines by passing the raw address ::1 instead of [::1] on the command line. The brackets caused isIPv6LiteralAddress() to fail, bypassing the IPv6 skip check and leading to a SocketException: Protocol family unavailable. Brackets are now added programmatically only for URL construction.

For parity with Oracle JDK.

Ran related tests on linux-x64, linux-aarch64, macos-aarch64 and windows-x64:

make test TEST=test/jdk/javax/net/ssl/HttpsURLConnection/SubjectAltNameIP.java

Results attached:

This is a dependent PR requested in #348, which was added for parity with Oracle JDK.
