This PR adds a feature to exclude specific regions from the cleanup when the Janitor is configured to clean "all" regions.
The need for this is due to the fact that currently the region
me-south-1is severely disrupted and will be for the foreseeable future and most/all network calls to that region are timing out, which induces the Janitor into issuing retries, waiting for timeouts and this greatly extend the time it takes to complete the sweep, which goes from few minutes to over one hour.
