Backport of #476 to release-4.20.
Fixes OCPBUGS-86849 (clone of OCPBUGS-82584 for release-4.20).
Adds e2e test verifying that
status.labelSelectoris populated on MachineSet and that HPA can use it to target the MachineSet via the scale subresource.
