Picks up packet.net lib-v0.21.0 — SDM tuning-link robustness (auto-ack refractory fix, receipt-tolerant + reply-retry, session epochs, mode-coord settle fix) + the head-end radio-integration cluster. Built + tested locally against the freshly published NuGet (28/28).
